EOCO declares Council of State member a fugitive over fraud allegations

The Economic and Organised Crime Office (EOCO) has declared a member of the Council of State, Dr. Gabriel Tanko Kwamigah-Atokple, a fugitive from justice, as it continues its investigation into an alleged gold fraud.

In a statement dated April 9, 2026, EOCO said he is currently on the run and believed to be hiding within the Volta Region.

The investigation into Mr. Kwamigah-Atokple stems from a series of petitions alleging gold-related fraud involving his company, SESI-EDEM Company Ltd.

EOCO says the complaints, which date back to late 2025, point to a pattern of suspected fraudulent transactions tied to gold dealings.

However, in response to EOCO’s initial invitation for questioning, Dr. Kwamigah-Atokple reportedly challenged the basis of the investigation.

Through public statements and intermediaries, he maintained his innocence and questioned the legitimacy of the petitions, suggesting they were either politically motivated or aimed at damaging his reputation.

He also leaned on support from traditional authorities, with statements attributed to sections of the Volta Regional House of Chiefs defending his standing and calling for fairness in the investigative process.

His camp further indicated reluctance to submit to EOCO’s processes, arguing that due procedure and respect for his office had not been adequately observed.

EOCO is, however, pushing back against what it describes as “misleading public statements” surrounding the case.

The anti-graft agency insists that its actions remain firmly within its legal mandate and that the investigation is being conducted professionally and without bias.

The Office expressed concern that, rather than cooperating, the suspect and his associates appear to be attempting to obstruct justice through media campaigns, political influence, and appeals to traditional authority.

EOCO further disclosed that since November 2025, it has provided multiple opportunities for the suspect to respond to the allegations and prove his innocence, but these have allegedly been declined.

The agency stressed that no individual is above the law and reaffirmed its commitment to pursuing the matter to its logical conclusion.

Meanwhile, the agency’s Surveillance and Asset Recovery Unit has been deployed to locate and apprehend him, while the public has been urged to provide any information that could assist in his arrest.
